It occurs during a double play, where the fielder making the turn may not quite touch the base at the same time he has the ball, but the out is still called. The reason there is some leeway is because the fielder needs to clear the base in order to avoid the runner coming from first.
With the proposed new rule around the play at second, it is less necessary for the fielder to clear the base.

The umpires call the out even though a fielder didn't actually touch the base as he went by it. He has to have the ball, but his step only got close to the base.
