It would be very difficult for any of us to recommend a breed based on the little information you've given us. We have no idea what your lifestyle is like, nor do we know if your apartment complex has any breed or size restrictions. First you need to find out if there are any restrictions and then choose several breeds you're interested in that would comply to those restriction and do your own research on those breeds to find out which breed might be best suited for you. If there are no restrictions where you live, don't forget to take into consideration some long term expenses. For an example, some breeds, big or small, may need to be professionally groomed every couple of months, so that would be an additional expense. Obviously it would also cost more to feed a larger dog than a smaller one, and some Vet visits can be more expensive as well. Any surgery for a large dog will be more expensive than that of a small dog, because of the price of anesthesia is based on weight. The same would apply for such things as preventatives, such as topical flea and tick preventatives and a heartworm preventative. Lakelady gave you a good answer and I also think that Cavalier King Charles Spaniels would be suitable, but then again, the breed must be suited for YOU not Lakelady or myself. Please start doing your own research instead of relying on the recommendations of strangers. We know nothing about you other than that you live in an apartment.

Personally I love terriers of all kinds. They are so clever and fun but they do require lots of attention, training and exercise when you are home.
