can i delete an app from a old apple id and re download it for free?

So i downloaded an app that costed money but then apple made me change my apple id. so the problem is now i am having issues with the app, can i still delete it and re download it for free?

    all purchases through the Apple Store are linked to an appleid. If you created a new, second, appleid then you have to pay again, if you simply renamed the appleid then you should be able to redownload it for free

    If it is still free then yes. If it was paid then I think you will have to pay again.
