If it's not fiction then it's not a novel. If you don't know that, I suspect there are many other things you don't know about writing a good book, and so trying to get it published would be a waste of everyone's time.
Having said that, you don't need a sponsor. If you want to have the book published by a traditional publisher (the sort that publishes books that are sold in bookshops) they pay for everything. (But they don't publish a book unless they think it will make a profit, and they don't think that about most of the books that writers send to them.)
If you want to self-publish, you can do that without having to spend any money upfront. The reputable self-publishing companies make their money by taking a cut from the retail price whenever someone buys a copy of your book. It may be advisable to pay for an editor and a cover designer, which should come to no more than a few thousand dollars. I know of authors who've run Kickstarter campaigns to raise that money. The problem there is that unless you're already well-known, nobody will donate. There may be grants available from philanthropic or charitable foundations, if you've written the sort of book that they approve of.
Whatever you do, don't pay someone to publish your book for you. Such companies are a type of scammer known as a vanity press, who'll happily take a five-figure sum from you and leave you with nothing but broken promises and a garage full of books you can't sell. Any company that comes up on the first few pages of a Google search for "how do I publish a book?" or a similar query is almost certainly one of these parasites, because they're the only ones who need to advertise. (As you can probably imagine, they don't get much repeat business...)

If it's not fiction it's not a novel. Decide what it is, then either try to find an agent, or send it to any publishers who accept non-agented material in that area.
