The age of 18 is fairly rigidly fixed, as a starting age for employment in the construction trades. This is based on labor laws and when a worker can be insured in the workplace. There are youth training organizations, such as Youth Corps and Job Corps, that train future workers in various industrial and construction trades. These programs, facilitated through, or with close ties with, the Department of Labor, can give youths a leg up when they seek their first job as an adult. They also have connections with the industry, and job placement programs. Check out the links below. Not all will apply but each should give you ideas of where to look. Best of luck.
