what are the costs involved in seting up a modular home on a piece of land that has a septic permit in place?
i want to buy a small piece of land & place a modular on it. it only has a septic permit in place; whatever that means. What things will i be paying for (besides land & house) permits/surveys/well/electric lines/foundation/etc etc? anything else?
in other words what are the site prep things i will need to do? assuming there is a septic permit in place and nothing else.

First let's make sure you're not confusing "modular" with "manufactured." A modular home is built to the same standards as a site built home and can be place on a lot zoned for residential use. A manufactured home, formerly called mobile homes, requires special zoning. That said a contractor can give you the costs for site preparation and the cost should be included in your financing.

The words "septic permit" means a permit to install a septic system would be
granted. You would have the expense of everything you mention plus property taxes.
You have no idea what you would be getting yourself into.
Good luck will not help you.

You will need to pay for the water and power line installations, the digging and completion of the septic as well as the foundation. Cost could run from $5k - $10k++ easily depending on the location and grade of the lot.

You would need water, sewer and electric...plus all of the permits/inspections. The costs depends on the area you live in and how far you are away from the essential lines. You should first check if your land is even residentially zoned. In my area, the total costs would average $15,000-$20,000.

A PERMIT means you have permission to install a septic system. (The soil "perks" - as in, water drains away.) Someone will have to dig the hole for the septic tank as well as the drain field; install; and fill the dirt back in.
Will you be putting in a driveway? lawn? a porch? steps?

$10,000+ to actually put a septic system IN, plus you need access to water - if you need a well drilled, that could be another $5-20,000+, then you need electric hooked up and that costs money
