How do I get rid of stutter when using an APU?

Before I had an intel i3 4030U, (about 3k on passmark, with 30FPS in tf2), then I upgraded to an AMD 7400P(5k on passmark with 70fps in tf2). Even though I get higher FPS, it stutters, making it worse.

    Well that's strange. Any difference if you turn on Vsync?

    Run the AMD Gaming Evolved utility on the game.

    Maybe turn off anti-aliasing in settings..
