"Alloy" means a metal mixed together with something else, usually another metal.

Almost all metal items we use are alloys, as alloys usually have better material properties than any of the separate parent metals.

So both "steel" and "aluminium" bikes would most likely qualify as being "alloys".

Apart from that, you can NEVER look at material alone.

It's always a 3-way combination between material, design, and manufacturing quality.

For the same weight and quality of build, an aluminium frame ought to be stronger.

If you're asking so you can choose the 'best' BSO (bike-shaped object) at Wally world, the answer will be steel. Aluminum and "alloy" which is also aluminum, both need heat-treating after welding in order to have full strength. Aluminum BSOs are generally built out of aluminum alloy that is most easily formed - 6061 comes to mind. The advantage of aluminum alloys is that they are light. But properly heat treating them after welding costs more, so they skip that step. As a result, those frames will break at the welds if used or abused enough. Wally-world steel bikes, if you can find one, will be 1010 or 1020 steel, which is heavy and rusts easily but is fairly immune to abuse.

Depends on the quality & who made it!!! You can find both good & bad Steel & Alloy frames. It's real simple. Good bikes come from REAL bicycle shops, not a discount or department store.

Out of those, an alloy - aluminium or titanium.

However, weight-for-weight, Carbon fibre (when properly made) is stronger than any of those.
