No, Cuba's the result of Caribbean tectonic forces resulting in the Chortis-Nicaraguan rise.
If you're talking about the political structure, Cuba has been ruled by dictators throughout its history. The current dictatorial crop resulted from the excesses of the dictatorial crop that preceded it.

That's what they claim. Actually it's more of a dictatorship. Note that their literacy rate jumped from under 10% to almost 99% under the current regime. Everybody has health care now. Before, only the rich. Note that south and central American potentates go to Cuba for medical care, rather than the United States!! I'm not sure if I could live there, but most of the population is a lot better off now, than under Batista.
