What are the legal and illegal places to sit for a short or long amount of time downtown, to eat OR to just sit not doing anything?

    Sure my downtown has plazas and nearby parks.

    Around most of the fountains, not working yet, is a short wall and area to sit.

    Huge numbers of people eat there

    No idea where you are

    Depends what the law is in the town/city/county/country where you are.
