Are Libyans considered Maghrebis?

And what are the differences between them and Moroccans, Algerians and Tunisians?

I am a non-Arab and from what I know, nobody aside from the people from those countries understand their dialect of Arabic. Is it the same case for Libyans? Do Maghrebis understand Libyan Arabic and vice-versa?

    Yes they are, but strangely they are far more removed from their Berber identity than other Maghreb nations, instead they embrace their Arab identity. Under Gaddaffi the teaching of Berber was banned.

    Arabic a diaglossic language and the dialects spoken in North Africa are particularly difficult to comprehend for an Arab speaker of the Middle East who is only accustomed to his/hers dialect or MSA.

    Generally, Maghrebi states have an easier time comprehending each others dialects compared to non-Maghreb states with Arabic as a national language but there are still subtle differences, which can extend to a national level (urban Moroccan Arabic is different to the dialect spoken in the Rif for example). The Arabic dialect used in Maghreb states is significantly influenced by Berber and French/Spanish at least for Morocco and Algeria, whereas for Libya I'd imagine it has a strong Italian influence.
