She doesn't need to dismantle it ; she needs to restore it so that even the most functionally illiterate gun crazy understands that in order to keep and bear arms ,a citizen must be a member of a well regulated militia that's under Federal control ( see Article 1 , Section 8 Clauses 15 &16 )
