Many of the side streets in old East Berlin are cobblestone. Especially in the Friedrichshain district. Even when the main thoroughfares are asphalt it is not uncommon at all for at least a portion of the sidewalks to be cobblestone, especially around historic sites, of which there are many. If you visit the Nikolaiviertel nearAlexanderPlatz, even the streets are all cobblestone.

Basically, in all of Germany. Not on the main streets, but in some side streets and the outskirts of Berlin, and in all smaller towns in Germany. They do asphalt streets when car traffic increases, but Europe (and Germany in special) has some monument conservation laws that include cobblestone streets near historical sites. Some cobblestone streets even get restored with new stones and governmental funding. They are usually not allowed for car traffic, so to see them, you'd have to walk or rent a bike.
