A query is a one page letter asking if the publisher (or agent) would be interested in taking a look at your work. You then describe which genre your work is in (horror, romance, sf, adventure, biography, etc.) and give a basic 'elevator speech (2 paragraph) synopsis of the story.
Synopsis is just what happens in your plot, including the ending. It can be a 2 paragraph thing in your query, or a one to two page detailed breakdown if the publisher/agent wants more information. You always tell the ending, you don't leave anything hanging for them. They evaluate whether you've got an interesting plot, they can see some of your writing quality by how you phrase your synopsis, and it gives them a good handle on what you're going to submit for them to read.
