Can I legally ask on a gofundme type site for donations to get my school a new bus?
I've asked questions about the ridiculous bus situation before, and now I want to know if I could collect the money for a new bus (Which I know is very high) on a donation website and then give it to the authorities of my school district to fix the problem. We've contacted the bus garage and principals of all the schools the bus goes to multiple times and got shrugged off every time. The standing problem has gotten worse. The bus driver has gotten into the habit of slamming on the brakes while people are standing and a few have fallen down. Nobody in an authority position seems to care about the problem or do anything about it. Would a donation from an outside source help at all to fix things?

Actually, it is difficult, because you may not beable to donate the funds and have them used on the new bus. Worse, if you didn't check this out firstand the funds were used for anything else, you could be charged with charity fraud.
Collecting money for a cause means you also must have a non-profit registered with the IRS first, or ppay taxes on the money you gather as personal income. It's not as simple as just setting up a slot on GoFundMe- you have to account for the money and where it is going. It must be going to a charity, not to you.
It isn't unusual for town government to be a mess when it comes to not being allowed to accept donations - as strange as that would seem. there are all sorts of political ties with town government and local companies, and it;s likely since they haven't accepted your suggestion, that there is some of that going on here.
Your best move would be to go talk to the newspaper or TV station investigative reporting team, and let them know of the problems. Let them also know you expressed a desire to help raise the money, and the officials did not act.
A little light on the subject will probably get you a new bus, once the voters see who hasn't acted upon a serious issue. It should be in the school budget - your parents pay taxes to cover this already.

You can't without the school cooperating.
Not sure how a bad bus driver is going to make a difference. If you want results, go to the press. Tell them what is going on.
