New iMac with OS X 11 El Capitan?
getting a new imac with el capitan. current one has osx 9 mavericks with everything perfect on it. i have the backup of osx mavericks on a usb. i can also do a time machine backup on an external hard drive.with all my settings, apps, whatever. can i make the new imac (late 2015) have the same software, look as my (late 2012). if not the settings documents at least i would like mavericks to be installed...

No you cannot go backwards. You should be updating the old one to El Capitan. It will use the same software and settings - it will ask you if you want to import them and all your documents, picture, music etc. from Time Machine when you first switch it on and set it up.
