How do I reset my twitter account so people can see my tweet notifications?

When I tweet someone, they don't get any notification from me. My tweets just get ignored unless they go to my main page and look through all my tweets.

I get notified when someone tweets me just fine.

I have uninstalled and reinstalled twitter, changed my password, and deactivated and reactivated my account.

    I have a second account and it doesn't get the notifications either.

    They have to turn on notifications not you! Sounds like they don't want to get notifications from you!
