Can you take food with you on a flight to another country?!?
My mom is leaving to Mexico today and I wanted to make and give her some home made treats( granola bars, fruit salad) for her to take on the way. She can feast prior to her flight, but just incase, can she take these couple of snacks with her on the flight?! If it's carry on?! What about, for ex. If she has a connected flight to Tijuana, can she then eat them there?! What about all the way to Mexico?!

Taking food on the plane is one thing.
The Granola Bar will be no problem. As for the Fruit Salad I could not find anything that specifically said it was okay or not. However, based on a few things it may be an issue. They do allow whole fruit, but the dressing would be considered a liquid/gel and may cause her problems.
But regardless of if she can take it on, she will not be allowed to remove it off the plane in TJ because of regulations regarding food items.
Then just as a side item, you do realize that Tijuana is in Mexico, so saying she has a flight to TJ and then all the way to Mexico is not exactly correct.

She can take them on the plane, and eat them on the plane. But many foods, especially produce, diary, and meat, are restricted between countries. There is a good chance the fruit salad, and other items, would be confiscated by Mexican customs. She would go through Mexican customs at her point of entry into Mexico.

She has to eat them all before going into another country. Home made food cannot be imorted into mmost countries. But really, they serve snacks on planes.

Just give her the Granola Bars, all the food she takes from home, must be consumed prior to landing in Mexico, or dispose of it in the bins provided.
In other words, no.
