Should i say yes?

So about 3-4 months ago, my guy friend asked me out. I said no because i didnt like him like that, i like someone else, and i am not aloud to date. So last night he asked me again to give him a chance even though he knows i dont like him. But what makes this even harder is yesterday, our entire grade went to our district's elementary school to give our 1st grader the book we had written them. So i was reading my 1st grader the book i wrote her, and i could see my crush looking over at me at least four times (maybe even when i asnt looking.) Idk if tht is suposed to mean something. Should i say yes to my friend? All my friends think i should, but idrk if i like him like that.
