Who Should Captain America Be With ?
Some dumb fans think he should be with Bucky. When Bucky was all for Steve kissing Sharon Carter. Should Steve be gay or should he be with Sharon or Natasha ? I say Natasha since he has good chemistry with her. Natasha and Banner was just horrible and awkward.

Which Captain America? Comics version, or movie version?
Well, regardless, the answer is Sharon Carter.
With the comics version, he simply has a long established relationship with Sharon that is cemented as romantic. Even when they're not a couple and just act in professional manners, you can still sense something is there. With Natasha, it's just professional and with Bucky, it's strictly platonic and brotherly. Hell, those two (Black Widow and Winter Soldier) were an item in the comics, and during I run I really love so I just can't see Cap with either one of them.
In the movies, it's pretty much the same. Captain America's relationship with Natasha is one of closeness, but not of romance. She's trying to set him up on a date throughout the Winter Soldier movie, for heaven's sake! They're buddies, end of story. Ditto with Bucky, even if they're closer. I fail to see why some people can't get that certain people will go out of their way to save a friend and not be in love with said friend. True, Cap loves Bucky...as a brother would, nothing more. Watching the movie from that context fits with all the scenes, whereas you have to really convince yourself if trying to make the romantic angle work. After all, Bucky gives Cap the thumbs up when he kisses Sharon in Civil War, and that scene felt natural.
I will grant that Sharon Carter's character NEEDS more development and that Steve just falling for her doesn't flow as naturally as it should, but at the same time nothing about it seems out of place.
And yes, Natasha and Banner is horrible. If it counts, there is 0 basis for it in the comics realm, but ignoring that it's still a horribly awkward development.
If anything, if it's not Sharon Carter then it should be a character named Bernie Rosenthal. Don't celebrate, #GiveCapABoyfriend supporters: Bernie is short for Bernadette. Yeah, that caught Captain America off too, but it's his other girlfriend that I know of (besides Peggy but, in both the comics and the movies, let's just say that's no longer an option).

He shouldn't be with anyone. As much as I like the Marvel movies, the romances are never handled very well. There's just not enough screen time to develop them. And as of right now there isn't even another Captain America movie planned so I don't even know when we would get to see Cap be in a relationship of any kind.

He was clearly in love with Agent Carter. And being the loyal guy that he is, he never pursued any other women (at least to this point in the movies).
