In California, do you need a driver's license to register a car in your name?

I was reading the requirements and it said you need proof of insurance, smog, ownership, and ID. It doesn't mention license anywhere only ID which i have, so my question was if i needed a driver's license to register a car, I currently don't have one because i am learning to drive. I was thinking of buying a car (used) and having someone to teach me but i don't want to pay the late registration fees because i obviously can't learn in 10 days (which the required time in which you have to register it)

    You actually can buy insurance for any vehicle in which you have an insurable interest. You can get a policy in your name if you list another person as the driver. If you own the vehicle, you are responsible for it regardless of whom is driving. You may not be able to do this online, but if you talk to an actual agent or broker, they can help you.

    There is a law that says you cannot legally own a vehicle if you are a MINOR with no license, but there does not appear to be anything about people over 18.

    All you need is that state ID and the stuff they ask for. Get your new car legal and you can learn tn it.
