Did the ancient Greeks and Romans had an entirely different view of small penises than the modern world today?

Yes. The Greeks thought long danglers were gross and unattractive. This can be seen in many paintings on pottery and mosaics. Probably you could also tell from statutes but an anti-sex Greek cult broke the penises off many statues. Anyway, from the surviving art, you can see quite clearly that large penises only appear on evil and out-of-control characters, while nice men are shown with modest endowments even when erect. Generally Romans idealized Greek art and fashion and absorbed the same attitude from the Greeks.

Yes. If you doubt it, go look at some Greek and Roman art; gods, heroes and divine emperors are always - literally always - provided with small neat equipment. Only the satyrs, slaves and comic villains have big ones.
