My betta fish is sick and I don't see fin rot but his fins are in very bad shape from a sharp plant.?
We have an office betta who is widely adored. A few months ago I came in on a Monday and someone had left his light on all weekend. We think he bit his tale fins out of frustration or anger. Since then, no one turns the light on unless we have a client and only for the time the client is here. His fins have not grown back but he seemed find. (He is very energetic and eats easily).
In the last 2 weeks we noticed him spending a lot more time at the bottom of his tank and when he came up to the top he would sink down after eating. I bought him a larger silk plan so he could be closer to the top. (He doesn't use his betta hammock). He loved the new plant and was in it a lot. I left on Thursday for a trip, I came back Monday and by Monday night he was at the bottom, not moving very much and as white as a sheet. I carefully moved him to a small bowl and added the appropriate amount of Aquarium Salt and a small amount (6 drops) of Betta Fix solution. Today his color has returned but he's still very weak. Even though he's sick, he still seems happy, he wiggled a lot when he saw me and he's a fighter. I feel like if we do the right thing in the next few days he could make it.

This part did not fit in the original question - see below for more details.
Tank setup:
- 3 gallons (we can't have larger at the office)
- 100% water change every 2 weeks
- 30% water change every 1 week
- Filter cleaned every week
- Heater
- Thermometer (we keep him at 78 degrees)
- Filter (AZOO Mignon Filter 60) set on lowest setting
- 1 Very soft large silk plant from Petco
- Feeding: he eats around 6 pellets per day but never more than 2 every 2-3 hours.
- Fasting: he fasts every Saturday
The only things I can think of that have harmed him:
- 1 Plant I bought had very rough edges and tore his fins until I noticed. (Took it out 2 months ago)
- Our Janitor comes on Sunday and he loves the fish. I have told him REPEATEDLY not to feed him more than 2 pellets on Sunday but this last Monday I found 5 on the bottom of the tank!! (I'm so mad).
His fins are not in good shape but I don't see fin rot. (Maybe I don't know what it looks like but I thought it was a greying at the ends of the fins). The top part of his main tale fin is very short so he has no thrust in the water. How do you get these to grow back? (you can see it in the photo)
My friend suggested epson salt but what is the dosage? I had planned on doing the aquarium salt route with 100% changes in the small bowl every day but I don't want to mess this up. I love that fish. He's a rescue from an abandoned condo and he's very important to us.

1. NEVER remove the fish from the tank to clean it! , NEVER change 100% of the water! Use a mini gravel siphon to change 25% of the water once a week while sifting through the gravel.
you do not need to cleen the filter weekly. In fact you really should not clean the filter that often. The filter is the home for healthy bacteria that cycle the tank. "create a ecosystem were toxic burning fish waste =ammia and nitrite= is turned into non toxic =nitrate". when you clean the filter, you kill the healthy bacteria. and now there are toxins in the tank again.
soo=
If the filter has filter cartridges, "yours dose"only rinse then if they are filthy, and rinse them in dechlorinated tap water or swish it around in used tank water to get the majority of wastes off.
As for cleaning the actual filter, just wipe it with a washcloth or paper towel every couple months. and every year or so, you can clean the filter itself, but not the filter cartriges at the same time, leaves those aside in a plastic bag, dont rinse or change then for 2 weeks before, and 2 weeks after a major filter cleaning.
Another thing, i cant see any extra bio filtration with this filter. Bio materia is an added, sponge or poruras surface that stays in the tank and provides a home for healthy bacteria and never gets cleaned.
yoy can purchase some bio balls or rings cheep on line. Anoth option is to just add a chemical free sponge into the filter. A sponge collects more waste than bio balls though and will need some rinsing , so if you choose that option, just dont rinse the bio spong the same time as the filter cartridges, or the same time you clean the filter itself.
As for salt, its not good for bettas, add prime instead. for the whole tank at first, and to all new water from now on. It will help him regrow the fins.

Epsom salt is for constipation NOT fin rot.
Just keep the water a little extra clean. It should grow back. I wouldn't bother with the salt as it doesn't sound like its getting any worse.
