Is this a legitimate email address from Yahoo? no-reply@cc.yahoo-inc.com?

I received an email supposedly from Yahoo with the above address. I am skeptical of phishing scams so want to be sure this is legitimate before responding to it.

The email says,

"Hi (name),

It looks like you haven't signed into (supposed email account) for quite some time. Please sign into your account on Yahoo within the next 30 days if you'd like to keep your account active.

We've been making upgrades to Yahoo Mail! Now you can access all your mailboxes in one place, share photos & animated GIFs, and never worry about space again with 1000GB of free storage. Get the new Yahoo Mail app in Google Play or Apple App Store.

    That isn't from Yahoo. Its a phishing scam. Ignore and delete it.

    If the email includes any requests for your account No.and code,just ignore.

    You are obviously signed in if you were able to read the message. You can't access your Inbox if you aren't signed in

    That is not from Yahoo, but from scammers, probably in Russia.
