Looking for an affordable apartment without compromising my and my daughter's safety?

Why are decent (emphasis on DECENT) apartments so ridiculously priced? I can't see myself being able to afford rent any more than $1100/month but even that isnt enough to get me an okay apartment in a non-compromising area. I currently live near the border of Chino and Ontario Ca. It's a decent area. No real crime but there are just one too many people under one roof, tension is rising, and my mother is very abusive. I have to leave but every apartment near there is either WAY too compromising. (my fancy word for "ghetto") or WAY too high end. There is no in-between. All I'm asking is for an apartment that is safe enough where my car won't get broken into once a month and I don't have to hear crack heads talking to themselves outside my window. I don't see why that has to cost more than $1100. My options are kind of small. I can't really consider a roommate because in light of my daughter living with us there would be restrictions that I doubt any independent person would wanna deal with. (i.e. random visitors, loud music/tv, cursing, etc..) and I can't do studios. The space is just way too small for me and my daughter and really, mostly compromising areas are the only ones to offer studios anyway. I'm just looking for a decent 1 bedroom apt. in a decent area. Any suggestions would be appreciated. Thank you.

    In CA you will pay out the wazoo for anything not gheto. Only affordable places are were nobody wants to live, ie the gheto. Does not matter if its not a scenic view in Beverly hills its still going to be expensive.
