There is NO such thing as a "sovereign citizen" they are a bunch of loons like the Bundy ranch people. Driving is a PRIVILEGE NOT A RIGHT you are required by law to register you vehicle to drive on public roads part of the registration insures your vehicle has passed a safety inspection. A drivers license is required because you have to prove you know the rules of the road and it gives them something to take if you refuse to obey the rules of the road. Insurance is required unless you're willing to put up a bond equal to your state's minimum insurance requirements this is so if you harm someone you can pay to make them whole.

They think so.Most also think that because the US flag behind the President has gold fringe taht taht is a secret message saying maritime, nto normal, law is in effect. They also belive that the Feds are hiding their doppelganger (twin) so they do not have to pay taxes, money is in fact owed to them.

A cop writing them a ticket and a judge listening to their ravings is liable to ahve them file multi million dollar liens against them and in some cases county clerks have actually allowed them to post "quick claim" type property transfers from the cops to the sovereigns.

Well ask them, they make up their own rules. The cops don't really care if you call yourself by that title or not, they will pull you over and you have to give them license and all. If you don't have one the cops will write you a ticket. You can argue your status in Court, because the cop doesn't care(it isn't their job to fight the case).
