why do people not know the difference between the words "saw" & "seen"?

for example so many people say "i seen it, or i just seen it happen" when the correct term is "i saw it". is it that theyre stupid? i just figured id "ask" not "ax" this question.

    lack of education.

    Some people do not know the difference twixt your and you're.

    site, cite and sight confuse some.

    Whether and weather is also confusing.

    Their/ there/ they're confuse some...

    all due to a lack of education...

    I saw a TV weather report saying that "the rain was do to the storm"...

    It's all a matter of education how people use language and grammar correctly. Basically the poorer people performed at school, the poorer their eventual vocabulary and lazy way of speaking.
