    Environmental Engineering.

In order to treat water and wastewater more safely, perhaps you may consider "water and wastewater treatment plant and system operators":

Perhaps you're (at least partially) referring to an "environmental engineer," too:

One can also look at the previous web pages and other topics, including "similar occupations" or such.

Just an fyi that someone interested in engineering (or technology/computers) should really consider ABET-accredited programs.

None; just wash your hands before you do any engineering work, and that should be sanitary enough.
