My boyfriend won't have sex with me?

I am 18 years old and a virgin. My boyfriend and I have been going out for a long time now. He knows I'm a virgin, and I know he isn't. He regrets his first time and thinks I will too. I want to have sex and he does too but he keeps saying I'm not ready yet, even though I know I am. I'm sexually frustrated and him fingering me just isn't enough.
