Why is ti that I can fit a size 9 in women's shoe and also a size 6 in women's too?

I wear a size 9 shoe in women's, but I can also fit a size 6 shoe in women's perfectly too? I'm from the U.S.

    Ok anyway. If they're different brands, that's why.. I can wear a size 3 in Converse. But I wear a 6.5 in Sperry's and Nike running shoes.
