I am a finance professor and yes nations are allowed to purchase and sell stocks and bonds in the United States. Generally speaking, the United States Government will not do so, except as a trustee, but there are exceptions. The United States owned a good chunk of GM when it bailed it out and several banks as well. Otherwise, the US will not purchase equity securities because of the moral dangers to the nation and to the firms.

Yes, of course. Anyone can buy stock - in fact , many cities and states buy stocks through their pension plans. The US government could if it so desired, but the argument against it is that the government would then control the company which may not be a good thing (imagine if the US government bought Lockheed and then Lockheed bid on government airplane contracts
