Need help with bringing my mom to america?

I am an american citizin and my mom doesnt live in the country i want to know what i can do to bring her here and where do i do it at without needing to get a lawyer because lawyers are very expensive and people have told me as long as im 21 i can bring my mom here with some paper work and an application for something im not sure biut i dont really know much about this and about imigrartion procceses so i would like any help if any one kniws what i would need to do and how much it might cost without a lawyer

    To petition for your parents (mother or father) to live in the United States as green card holders, you must be a U.S. citizen and at least 21 years old. Green card holders (permanent residents) may not petition to bring parents to live permanently in the United States.
