Games themselves aren't stored in the cloud only some of the data like your online profile is stored in the cloud which is why you can sign into other Xbox consoles and have your online profile in games otherwise all the data is on your hard drive in your Xbox.

most games save in both the cloud and on your system. that's so if you take your game if it's a disc to another console, or if a friend has a digital game, you can sign into your account on their console, and still continue where you left off.

They are saved with your game data and a copy is sent to the cloud if you are online.
