A sieve is a kitchen implement that lets water flow through but retains solids. When it's used as a metaphor to describe a person, it means that your brain doesn't retain very much; things that people tell you "go in one ear and out the other." It's an insult.

Depending on the context ( such as a police or military person referring to you) it means civilian.
