Drivers side wheel makes a swishing sound?

My one wheel makes a swishing sound in accordance to wheel speed, not engine speed. Recently my car had the steering rack, control arms, tie rods/ball joints, brake calipers taken off to put in a new frame. Recently axles have been clicking and leaking as well.

The sound goes away when taking a hard left turn. It's not as loud when accelerating. The vehicles pulls slightly to the left when coasting, and slightly right when accelerating.

Any ideas what this could be? My guess is bearings, axles, or brake pads dragging on warped rotor.

Update:

I took the wheel off again tonight and I could hear the swishing sound coming from in the axle bearings. I just need new axles is all, hub bearings are okay. I just couldn't hear it before because my street is noisy in the daytime with traffic.
