It is from the Old English fæger "pleasing to the sight, or beautiful - it also means blonde (in looks) or just (in dealings); if the weather is fair it is pleasant, which is to say nice enough but not that remarkable.
Much loved in folk songs which are full of fair maidens or poems such as Agincourt, "Fair Stood the Wind for France .."
A fair is also a gathering a cross between a market and a festival. Vanity Fair is the never-ending fair at the town of that name in Bunyan's A Pilgrim's Progress, but the origin is quite different and means a holiday.

Fair as in light skinned, blonde hair. Has nothing to do with describing if a man or women is pretty/handsome

We don't use it in USA ??????? I can only guess that I haven't gotten the Memo that it isn't PC to imply that someone is not part of some "special" minority or that it will make them feel bad to be "not fair".
