Can I just use a USB drive to transfer my Xbox 360 saves, DLC, etc to an Xbox One?

I read the only way to do this is with the Cloud saves but I've also read otherwise. And that you'd have to re-download the DLC. Can I just use the flash drive to move it all over at once?

No, you can only use the cloud to transfer your saves. Simply use your Xbox Live account that has a Gold subscription to transfer your saves to the Cloud, then use this same account on your Xbox One to download them.

DLC is not transferable but you won't have to repurchase it either. If the Xbox 360 game is compatible with the Xbox One, you will need to redownload it, and any DLC, on the Xbox One.

No. The Xbox One will not read anything game-related from a USB device like that, unless it's been formatted for an Xbox One but then an Xbox 360 won't read or write to it.

The only way to move saves is using Cloud saves, and the only way to get DLC and games again is to redownload them.
