Borderlands 2 - Is Wilhelm the same Wilhelm in Borderlands Pre-sequel or what?

I just bought the Borderlands Pre-sequel and saw a character named, Wilhelm. I was wondering if that's the same guy in Borderlands 2 (currently still playing) that you defeated as a Mech?

    Yes, Wilhelm is one of the main bosses in Borderlands 2 and returns as a playable character in the Pre-Sequel.

    During the Pre-Sequel he mentions how he essentially wants to become a mech, a wish he is granted.
