How inebriated you get is dependent on the percentage of alcohol in your blood. That's alcohol volume divided by blood volume. More alcohol means a higher percentage, and more blood volume (with the same amount of alcohol) means a lower percentage. If you have two drinks, your blood alcohol content will be half the blood alcohol content of someone who weighs 112 pounds and has two drinks.
You'll probably feel something right away, if only from the burning sensation as you swallow the alcohol. It will take about 15 minutes for most of the alcohol to be absorbed from your stomach, so if you down both shots together, you'll be most inebriated after about 15 minutes. That's when your breathalyzer reading would be highest. For the next two hours after that, your liver will slowly break down the alcohol in your blood, lowing your breathalyzer reading and lowering your amount of inebriation.

Vodka is 80 proof (40%), not 180 proof. 180 proof would make you very uncomfortable, and you would feel the effect in less than a minute.
