I have a small .31 muzzle-load handgun. I am wondering if FFFG is best for powder?

Yes. Smaller-bored black powder firearms require finer grained black powders for consistent performance. FFFg is okay.

I don't know where you live but Pyrodex has pistol powder. Most any sporting goods store in the US has it.

It is in a green container with a "P" on it and FFFG under the "P".

Yes, that would be the appropriate powder. Midwayusa.com can fix you up, but there will be a hazmat charge to ship the powder.
