my grades are getting low in school, i do my homework and i feel good about the tests but when i take them i always do bad, please help?

Analyze your test results. Which questions did you miss? Why did you miss them? Was it a deficiency in learning or in execution? In other words, did you not know the answer or did you make an error in answering what you thought you knew?
If you didn't know the answer then, despite the homework, you missed something in the material. Instructors put questions on tests that they feel evaluate your understanding of important concepts and somehow you missed something important. Work with your instructor to help understand how you can do better.
If it was a problem in execution, then why did that happen? Did you get careless trying to rush through the test? Do you get test anxiety? If you could have answered the questions as homework problems, what was different about the test environment? Once you understand how you are introducing errors, you can address the problem.

Change how you study.
You can't expect to do the same thing the same way and get different results.
