I'm worried, Putin is preparing 40 million people for nucular war?

I never been big on politics. As a matter of fact, I will admit I have been naive with whats going on in our country and global news. I watch news casually and hear things here and there, but never actively learn or understand too much of it.

Back on topic, I'm worried hearing this. Putin is preparing 40 million in Russia for nuclular war? Even stocking up food? World War 3? As crazy as it sounds I'm even paranoid. Even Germany and other country's are preparing. What are your guys thoughts?

    -Russia cannot stock up the USA has an enbargo around them and their food is in short supply. So if they do try the best they can do is prep for 5 days which is nothing given there will be a black cloud lasting 90-120 day minimum.
