A few years ago it came out that many early 'smart' televisions would not work with USB based hard drives. It was either the power requirements, or the televisions simply did not have the memory to even read the directory listing.
The TV's would work fine with USB flash drives, but not HDD's.
I have no clue what a "Wissen" television is, but I suspect it is a lower-end off brand. I would be very suspicious of this.
You would be better off with a "Media Streamer". This hooks to your HDTV with an HDMI cable, but lets you play movies off your PC via your home wireless.
Many smart TV's have this feature built in. But the external devices can usually play MORE file formats than the televisions can handle.
Look for the Western Digital Play box for example.
