People already have. It is just not practical. Maybe with computer piloted ones but with the way most people drive flying is well beyond them. Debris would be raining down on most cities from even minor accidents. A fender bender in the air could be fatal.

Yes, but that would make air traffic controllers' job even more difficult.

That will not happen : the sky is already a mess. No way to control it like we do with streets or highways.
