    Who is "we?"

I don't allow it, but I'm not a landlord either. You'll need to ask those who are in charge of renting out apartments. My guess is that you'll get different answers.

Some will tell you that they won't ask for a prospective tenant's immigration status, others will tell you that they don't care. And slumlords of course love those people, as they pay more and can be kicked out easily and without fuzz. My guess is that you live in a very poor neighborhood, right?

some landlords support truly them... i use to manage some apartments and there was 17 people in a 2bd... as long as they paid rent and some extra the owner did care...

sometimes i think it's a bad thing cause they can mess up a complex... they had put holes in the window screens to throw stuff out the windows, junk up the balconies and porches and clothes hanging over fence...

Eh because they can afford it? Landlords are not required to ask for proof of citizenship from potential renters. So how are you certain those Latinos are illegal?

There is literally no way for you to know that they are or are not illegal without them directly telling you. Stop making assumptions.
