Can a Black Person Perm or get their hair to look Spiky European looking?

    Black people wouldn't usually perm since their hairs already have a natural cork screw shape but it is possible and yes they can get the spiky European look if the hair is relaxed first.

    Very difficult if their hair is more wool like, as many is.
