Bill's problem keeping his pants zipped is between him and Hillary. AFAIK adultery is not even against the law! Some marriages are 'open' and one or both partners are allowed to get some variety. It's up to them.
Besides, would you rather vote for the spouse of a sex addict, or the sex addict himself? If Hillary is unqualified to be president because her husband cheated, why would you vote for another cheating husband?
