A VPN is not on by default in Windows 10.
There are two settings that are on by default. One is to allow a VPN to work over a metered connection where charges can apply. The other is to allow a VPN to work when roaming.
Unless you actually set up a VPN, then you will not be using a VPN.
No go and check just what settings you have.

This is news to me... Wait what? Either I am falling for a troll or you are confused. What operating system directs internet traffic through VPN under default settings? This makes not sense. I have windows 10 and will research this to make sure I am not crazy and to confirm that you really have no idea what you are talking about. Wait what?

I suspect you are seeing all the traffic that MICROSOFT itself generates to windows 10. Cortana, and other features depend on the interent to work and lots of data is sent back and forth to MS within Windows 10.
Here is a good article http://www.howtogeek.com/249254/how-to-stop-window...

How is it after turning them off, they magically return to the on position? I suspect there is a security vulnerability or need for this sub routine to be active in order to gain entry via remote access to my computer.
