Eye color doesn't change with passing years or with water consumption, unless you get cataracts. Emily's answer is excellent.
Wearing colors that accentuate your blue eyes, including your eye makeup, can also make their shade of blue seem more intense.

No, it doesn't change as you get older. It probably looked brighter back when you were little because baby's have "big" eyes. The reason I wrote big like that is that our eyes don't grow, they are the size that they are going to be forever when we are born, hence why it always seems like babies have big eyes.
