Landlord hasn t returned security deposit?

I moved out of my apartment September 13th and still haven t gotten a penny back, he sent me a list of damages and their expenses which was only couple hundred dollars out of the 2500$ he owes me, how long can he legally hold onto my money and can he charge me with other damages if he hasn t already told me about??
